As part of its Year Five Legislative Programme, the Scottish Government has outlined its intention to introduce a ‘Non-surgical Cosmetic Procedures Bill’ during the current session of the Scottish Parliament. This proposal was detailed in the Programme for Government 2025–26: Building The Best Future For Scotland, published 6 May 2025.
The primary aim of the Bill is to improve public safety by ensuring that non-surgical cosmetic procedures are carried out in properly registered settings by providers who comply with enforceable standards.
The Non-surgical Cosmetic Procedures Bill will:
- Regulate specific non-surgical procedures carried out for cosmetic or lifestyle reasons, with the goal of safeguarding individuals undergoing these treatments
- Require that certain procedures be performed in appropriate premises registered with a recognised body
- Establish mechanisms to support the enforcement of service provider standards, ensuring consistent and safe care
- Be formally introduced to the Scottish Parliament before May 2026
This legislative step demonstrates the Scottish Government’s commitment to protecting individuals who opt for these procedures – particularly in a sector that is growing quickly and remains largely unregulated. By establishing a statutory framework, the Bill is expected to enhance public protection and promote professionalism and accountability across the industry.
